Building an ADU in Campbell

Campbell's headline perk, the one-week Express Plan Check, is currently suspended, so plan on a standard plan check; the pre-approved plan gallery is still live. Short-term rentals are banned for every ADU, and a unit of 750 sq ft or more pays a park in-lieu fee of about $9,100.

    Council discussed reducing ADU impact and park fees in August 2025, including full park-fee waivers for affordable units. No adopted change found.

Local rules worth knowing

  • Maximum size. Detached 1,200 sq ft; minimum 150 sq ft.
  • Height. City bulletin says 16 ft; an older code mirror shows 14 ft and one storey. State law guarantees 16 ft (18 ft near transit). Confirm.
  • Design. Detached ADUs are not subject to the city's residential design standards.
  • Short-term rental. Leases under 30 days are prohibited for all ADUs.
  • JADU. Owner must live in the JADU or the main home; a recorded deed restriction is required before approval.
  • Permit expiry. A building-permit application expires without refund if the permit is not obtained within 180 days.
