Building an ADU in Saratoga

ADUs go over the counter with no hearing, and the pre-approved detached plans (with a WUI-compliant filter) are the fastest lane. Hillside, fault, liquefaction and fire-zone parcels on the west side get pulled into geotechnical and fire review.

Detached plans pre-reviewed for building-code consistency; complete site-specific submittals deemed complete within 30 days. Check parcel eligibility on the city's GIS tool first. Under state law a detached unit built from a pre-approved plan gets a 30-day decision instead of 60.

    All city fees waived for deed-restricted affordable units

    ADUs and JADUs deed-restricted to below-market-rate households are exempt from all planning, building and engineering permit fees (fee schedule effective January 2026).

Local rules worth knowing

  • Maximum size. 1,200 sq ft attached or detached; JADU 500 sq ft inside the home.
  • Height. Detached 16 ft on single-family lots, 18 ft on multi-family; attached up to 25 ft or the main-dwelling limit.
  • Coverage. An 800 sq ft unit may exceed the lot's maximum floor area and site coverage.
  • Fire and hillside. Very High Fire Hazard Severity Zones cover the western hillsides; hillside, liquefaction and fault parcels need site-specific geotechnical review. Sprinklers only if the main home requires them.
  • Short-term rental. Under 30 days prohibited; units cannot be sold separately.
  • Ordinance status. HCD's December 2025 letter notes the ordinance on file is from 2020 and may be out of compliance; state law controls where stricter.

Saratoga is inside our service area, and ADUs are all we do. We bring in the architect and engineer or work with yours, run the permit with Saratoga, and build with our own crew: about 6 weeks of construction for a detached unit once the permit is in hand.
